"Statement by Ambassador Asim Iftikhar Ahmad,Permanent Representative of Pakistan to the UN,At Secretary Generals Briefing on Review of the Future of All Forms of UN Peace Operations (26 August 2026)*******Madam Chair,Pakistan aligns itself with the statement delivered by Morocco on behalf of Non-Aligned Movement. 2. As a longstanding and leading supporter of UN peacekeeping, Pakistan takes note of this much-awaited report. It comes at an important moment, when conflicts are numerous and more complex, and the UN is being asked to do more against the backdrop of shrinking resources, rising expectations, and the need for continuing reform.3. Pakistan believes that peacekeeping remains the most visible and vital instrument of the UN for the maintenance of international peace and security. While not a substitute for political processes, in many situations these operations have created the conditions in which political solutions can be pursued, such as by supporting ceasefires, protecting civilians, and monitoring fragile peace arrangements.4. While we will have detailed comments on the report, let me share some preliminary views. Like the Secretary-General, we welcome the reports emphasis on peacemaking, prevention and the peaceful settlement of disputes. This is what the UN Charter envisages under Chapter VI. Peacekeeping and peacemaking must be seen as mutually reinforcing elements. Where political processes are stalled, the Secretary-Generals good offices, the Councils proactive engagement, and other diplomatic efforts must be used with greater urgency to revive political momentum towards peace and settlement. 5. The report is wide-ranging and will require careful consideration. Certain recommendations should be understood primarily in the spirit of making UN action more effective and should not be interpreted selectively in ways that would weaken the mandates of missions. The bar must therefore be set not at how mandates can be reduced, but at how their efficiency can be improved and their implementation strengthened. Reform must strengthen peace operations, not hollow them out. Efficiency should be improved, and duplication reduced. Cost-cutting must not become the central logic of reform, because peacekeeping is a global public good. It requires adequate resources, sustained political backing by the Council and the wider membership. 6. These operations are a collective responsibility and will require close consultation and coordination among the Security Council, General Assembly and its C34, the Secretariat, host countries, troop- and police-contributing countries, and other relevant stakeholders. Pakistan also welcomes the reports recognition of accountability for crimes against peacekeepers, including through the implementation of Security Council resolution 2823.7.
