"COERCIVE DIPLOMACY AND EVOLIVNG STRATEGIC ENVIRONMENT OF PAKISTANThe world is shifting from military strength to soft power elements becoming primary measure of national power. States now employ economic pressure, technology restrictions, financial influence, cyber capabilities, trade policies, supply chains and information campaigns to protect their interests and shape the behaviour of others, commonly known as coercive diplomacy. Today's international competition is equally about access to technology, resilient supply chains, digital infrastructure, energy security, climate finance and economic partnerships. Countries that fail to recognize these changing dynamics risk falling behind, regardless of their military capabilities. Changing nature of global power is evident across the world. Economic sanctions have become powerful tools for influencing state behaviour. Export controls on advanced technologies can determine which countries gain access to future industries. Financial systems, investment screening, cyber operations and strategic communications increasingly shape diplomatic outcomes. In many cases, these instruments achieve political objectives without a single shot being fired. For Pakistan, this means that national security can no longer be viewed solely through a military lens. A country's ability to withstand economic shocks, develop modern industries, secure technological access and build trusted institutions has become equally important. Economic resilience is now a strategic asset, not merely a development objective. The global order is also becoming increasingly multipolar. United States continues to lead in military power, innovation and finance. China has emerged as a major economic and technological force through industrial growth, infrastructure development and global connectivity initiatives. Europe is investing in strategic resilience while balancing security and competitiveness.Meanwhile, regional powers such as KSA, UAE, Trkiye are diversifying their diplomatic and economic partnerships to reduce dependence on any single power.For Pakistan, this evolving landscape presents both opportunities and challenges. Rather than viewing global competition as a choice between rival blocs, Pakistan should pursue a balanced foreign policy that protects its national interests while maintaining constructive engagement with all major partners. Relations with China, US, Europe, Gulf states, Central Asia and wider Muslim world should be seen as complementary components of a diversified diplomatic strategy.Strategic autonomy should remain Pakistan's guiding principle, preserving the ability to make sovereign decisions based on Pakistan's own national priorities while expanding economic and diplomatic engagement wherever mutual interests exist. In an increasingly fragmented world, countries that maintain diversified partnerships are generally better positioned to navigate uncertainty and reduce strategic vulnerabilities.Pakistan possesses significant advantages that can strengthen its position in evolving international system. Its geographic location at crossroads of South Asia, Central Asia, Middle East and China provides immense potential for regional connectivity and trade.Initiatives improving transport networks, logistics, energy corridors and cross-border commerce can transform Pakistan from a transit state into a regional economic hub. Industrial modernization, digital transformation and innovation alongside traditional security objectives are becoming a priority of advancing states. Many Gulf states are investing heavily in advanced technologies, renewable energy, intelligence, logistics, tourism and financial services.This is a long-term vision that recognizes economic diversification and technological leadership strengthening national security."
