At a recent UN Security Council open debate on conflict-related sexual violence, Pakistan articulated a comprehensive and principled framework to address this grave issue. The delegation emphasized four critical priorities. First, accountability must be universal and consistent—the Secretary-General's listing mechanism should cover all situations of conflict and foreign occupation on the Council's agenda, leaving no perpetrator immune. Second, victims and survivors require holistic support: medical care, psycho-social assistance, legal aid, livelihood help, and reparations, all delivered without delay. Third, the UN protection architecture must be preserved and strengthened, particularly the role of Women's Protection Advisers in monitoring, early warning, and engaging warring parties. Fourth, prevention must be central, demanding compliance with international humanitarian law, women's meaningful participation in peace processes, sustained funding, responsible arms control, and above all, addressing root causes like foreign occupation and denial of self-determination. My opinion: Pakistan's stance rightly shifts focus from mere rhetoric to systemic accountability—a rare and necessary position in a Council often divided by geopolitical interests. The insistence on including foreign occupation and self-determination is bold, as it directly challenges powerful states that benefit from silence. However, the practical challenge remains bridging these principles with enforcement. Without political will to name and shame violators, even the strongest architecture falls short. Pakistan's call is a moral compass, but the Council must now act to turn words into binding consequences.
