"Statement by Ambassador Usman Jadoon Deputy Permanent Representative of Pakistan At the Informal Meeting of the General Assembly on the UN80 Initiative**********Madam President, Secretary GeneralPakistan aligns itself with the statement delivered by Uruguay on behalf of the G77 and China.2. I thank the Secretary-General for his briefing and for his exceptional leadership, as well as the Co-Chairs of the Ad Hoc Working Group on Mandate Implementation Review for their update.3. Pakistan remains supportive of the aims of the UN80 Initiative: namely a more efficient, effective, and impactful United Nations, which is better equipped to deliver on its mandates. We are also encouraged by the progress achieved across the three workstreams over the past months.4. However, it is a matter of concern that two of the principal deliverables of UN80 to date; namely resolution 80/251 and more recently the resolution on the merger of UNITAR and UNSSC; have been adopted by vote rather than by consensus. From our perspective, reforms will only be durable if they are owned by the entirety of the membership. 5. We would therefore stress that, as we move into the next phase of UN80, further decisions, particularly those with implications for the UN's presence and delivery on the ground, whether in peacekeeping or in development, should only be taken after adequate, transparent, and inclusive inter-governmental negotiations.6. Madam President, turning to the Ad Hoc Working Group, on Mandates, we thank the Co-Chairs for the consultative and transparent manner in which they have steered discussions thus far and welcome the indicative roadmap outlined for the coming months. However, on the report for review of GA mandates, we have a number of substantive observations, specifically on the criteria of relevance as well as on the references to the model resolution templates and clauses, which were meant to be voluntary.7. We look forward to engaging closely and constructively with the Co-Chairs to further refine the report, prior to any implementation of the proposals contained within itI thank you, Madam President."
