Makkah Defence Alliance Formally Established, First Secretary-General from Pakistan

ISTANBUL - The trilateral defense pact between Pakistan, Saudi Arabia, and Türkiye has been formally institutionalized as the Makkah Defence Alliance, with its first Secretary-General to be appointed from Pakistan, Turkish Foreign Minister Hakan Fidan announced on Monday.

Pakistan, Türkiye & Saudi Arabia have given the Mecca Agreement a new identity: the Makkah Defence Alliance.

Its first message is already against Netanyahu over the killing of Muslims in Gaza.

The announcement came following the inaugural meeting of the Strategic, Political and Defense Committee in Istanbul, which brought together the foreign and defense ministers and military chiefs of all three signatory nations.

Alliance's First Message: Condemnation of Netanyahu

In a sharp rebuke that signals the alliance's political direction, Fidan singled out Israeli Prime Minister Benjamin Netanyahu for condemnation, stating: "This murderer should be stopped. He is the common enemy of humanity."

The strong language reflects the alliance's positioning as a platform to address regional concerns, particularly regarding Israel's military campaign in Gaza. According to strategic analysts, the alliance's formation is driven in part by the perception that unchecked Israeli military predominance and declining confidence in U.S. security commitments have created an urgent need for an indigenous Muslim bloc capable of balancing regional power.

Institutional Framework

Key decisions from the inaugural meeting include:

• Secretariat Location: Riyadh, Saudi Arabia

• Secretary-General: First appointee will be from Pakistan

• Expansion: The alliance remains open to participation by friendly countries adhering to its principles

Pakistan's Foreign Minister Ishaq Dar stated that six to seven Muslim-majority countries have expressed interest in joining the pact, with Bangladesh and Egypt among those mentioned as potential future members.

What the Alliance Represents

The Makkah Defence Alliance combines complementary strategic assets:

• Pakistan: The Muslim world's only declared nuclear weapons state and a large professional military

• Saudi Arabia: Financial resources, energy power, and regional political influence

• Türkiye: NATO's second-largest military and an advanced defense industry

The alliance is described as "purely defensive" and based on international law, including respect for the sovereignty and territorial integrity of countries and non-interference in domestic affairs. It complements existing bilateral and multilateral agreements to which the member countries are party.

The platform Pakistan has helped lead is turning into a significant force in regional security architecture. As one analyst noted, the combination of Saudi money, Turkish conventional power, and Pakistani nuclear capability creates the nucleus of an indigenous bloc capable of balancing against Israeli power.
