Politicians’ withdrawal has left frontline responders under-resourced and demoralized, fueling a sense that formal institutions have abandoned them. The Peace Committee leader’s ultimatum to the public—'The facilitators! Whoever it is... distance yourselves from them & sit aside. If a fire is fired upon us from your guest house, your home or your gathering place, then first of all we will deal with you the way we deal with them.'—signals a shift toward collective punishment rhetoric and raises the specter of extrajudicial actions. While the aim is to protect communities and prevent further casualties, such measures threaten due process, risk civilian harm, and could polarize communities along political or ethnic lines. The underlying causes are clear: a fragile governance system, political neglect, insufficient resources for security forces, and inadequate oversight. This environment creates incentives for non-state actors to take security into their own hands, which historically leads to cycles of retaliation and human rights abuses. A responsible path forward would require unwavering political backing for the security forces, transparent operations guided by law, civilian protection, and independent oversight. In my view, the current trajectory—replacing formal institutions with vigilante justice—would undermine the rule of law, erode public trust, and likely generate more violence. Sustainable security demands accountable security agencies, evidence-based counterterrorism strategies, investment in communities, and a political commitment to address root causes fueling militancy, including governance gaps, corruption, and poverty.
