"Full Report by EU: Key Highlights of the EU GSP+ Report Pakistan remains the largest beneficiary of the EU’s GSP+ scheme, with the arrangement continuing to support exports, employment, and industrial production. In 2024, Pakistani exports worth EUR 7.482 billion were eligible for GSP+ preferences, of which EUR 7.115 billion utilised the facility, resulting in a 95.1% preference utilisation rate. The European Union also remained Pakistan’s largest export market, accounting for 28% of the country’s total exports. Pakistan secured an estimated EUR 732 million in tariff exemptions during 2024, equivalent to approximately 9% of its exports to the EU. The country’s five leading export sectors—clothing, textiles, leather, prepared foods, and miscellaneous manufactures—recorded preference utilisation rates between 93.6% and 97.7%. The report recognises Pakistan’s continued commitment to the 27 international conventions underpinning the GSP+ framework. Pakistan maintained all ratifications, entered no new reservations, and remained largely compliant with its reporting obligations. Pakistan also participated in the EU monitoring mission held in November–December 2025, reflecting continued institutional engagement. The report notes progress in strengthening human rights and justice institutions, including the GANHRI A-status accreditation of the National Commission for Human Rights in 2024, continued work by the commissions on women and children’s rights, prison reforms, anti-torture implementation, judicial training, and efforts to reduce the Supreme Court’s appeals backlog. It also highlights the removal of four offences from the scope of capital punishment, the absence of executions since December 2019, and the exercise of presidential clemency in October 2025. Progress in women’s and children’s rights includes the completion of domestic violence legislation across all provinces and Islamabad, the first marital rape conviction in Sindh, and child marriage reforms in several jurisdictions. The report further acknowledges expansion of Pakistan’s social protection system, implementation of the National Education Emergency Action Plan, teacher recruitment, school reopening, and enrolment of 25,000–30,000 children in Islamabad. Labour reforms include Pakistan’s ratification of the ILO Protocol to the Forced Labour Convention in March 2025, establishment of district vigilance committees, child labour action plans, a gender pay gap study, a national wage reform action plan, and a roadmap for formalising SMEs and workers. The report also recognises progress in environmental governance, including fulfilment of reporting obligations under the UNFCCC, ratification of the Kigali Amendment, updated environmental frameworks, and Pakistan’s upgrade to CITES Category 1. It further notes governance reforms, including completion of the second-cycle UNCAC implementation review, strengthened pharmaceutical regulation, improved narcotics legislation, and the introduction of digital case-management systems. Finally, the report reflects the broader Pakistan–EU partnership, supported by the EU’s EUR 400 million allocation for 2021–2027 in areas including green growth, governance, education, climate resilience, skills development, and women’s economic participation."
