ISLAMABAD - Saudi Arabia, Turkey, and Pakistan have prepared a draft for a three-way defense agreement, building on the 2025 Saudi-Pakistani mutual defense deal that has already seen Pakistani troops, fighter jets, and drones deployed to the Kingdom. The development marks a significant step toward a unified Islamic military alliance, according to officials familiar with the matter .

Trilateral Defense Framework

Pakistan's Defense Production Minister confirmed in January 2026 that a draft for the trilateral agreement had been finalized after 10 months of negotiations . The talks have gained urgency following recent Houthi attacks on Saudi targets, with Pakistan issuing a firm warning to Iran that Saudi Arabia remains a "red line" under Islamabad's defense commitments .

While Turkey's Foreign Minister noted that no final signatures have been exchanged yet, he emphasized that regional cooperation is essential for stability and that the pact reflects a strategic convergence among the three nations .

Existing Saudi-Pakistani Mutual Defense Pact

The trilateral framework builds on the landmark Strategic Mutual Defence Agreement signed between Pakistan and Saudi Arabia in September 2025. The pact explicitly states that "any aggression against either country shall be considered an aggression against both" . Under this agreement, Pakistan has already deployed fighter jets and support aircraft to the Kingdom's Eastern Province, enhancing joint military coordination and operational readiness .

Saudi-Turkish Defense Cooperation

The trilateral talks also follow a major defense agreement signed between Saudi Arabia and Turkey in July 2026 for the joint production of drones and missile systems . This agreement, valued at billions of dollars, allows the Kingdom to acquire long-range capabilities, including the production of KAAN fighter jets and Altay tanks. Turkey will also assist Saudi Arabia in establishing a domestic drone manufacturing facility, with the first Saudi-made drone expected to roll out next year .

Regional Context: Houthi Attacks and Iranian Threat

The urgency of the trilateral pact has been underscored by recent Houthi attacks on Saudi targets. Pakistan has made clear to Tehran that the security of Saudi Arabia is inviolable and that any threat to the Kingdom would trigger a Pakistani response under the mutual defense agreement .

Deputy Prime Minister Ishaq Dar has previously stated that Pakistan has warned all warring parties in the US-Iran conflict: "Saudi Arabia is a no-go area for us. That anyone should even cast an evil eye toward it" .

Economic Dimensions

Beyond security, the pacts promise significant economic boosts for Pakistan, particularly in energy and defense sectors. Saudi Arabia has committed billions in investment to Pakistan, with the defense relationship serving as a cornerstone of the broader strategic partnership. Pakistan's role in the trilateral alliance enhances its standing in the Gulf and provides economic dividends through defense contracts, energy cooperation, and trade expansion.

Bahrain Eyes Joining

Regional interest in the defense framework is growing, with Bahrain reportedly considering joining the trilateral arrangement . This would further expand the alliance's strategic footprint and reinforce Gulf security cooperation.

Pakistan's Rising Strategic Role

The trilateral defense talks reflect Pakistan's emergence as a key security partner for the Gulf states. Pakistan's military credibility-demonstrated during the 2025 conflict with India-and its successful mediation of the US-Iran ceasefire have positioned Islamabad as an indispensable ally for Saudi Arabia and Turkey.
