Amnesty Accuses India of Arms Exports to Israel Amid 'Genocide' Warnings

LONDON/NEW DELHI - Amnesty International has released a damning 42-page report accusing India of supplying thousands of consignments of arms, ammunition, and military parts to Israel, despite what the organization describes as a "substantial risk" of them being used in the "ongoing genocide against Palestinians" in Gaza .

The report details 2,596 consignments sent from India to Israel between October 2023 and November 2025, including:

• 390,516 small arms parts

• 564,970 explosive components

• Items for Israeli defence firms such as Elbit Systems

These shipments were supplied by nine Indian companies, including state-owned Munitions India and private conglomerate Adani Defence .

Amnesty's Findings and Call to Action

Amnesty International Secretary General Agnès Callamard said India had "failed to adequately regulate" its arms exports, urging New Delhi to "immediately halt the transfer of arms, ammunition, and military components to Israel" and to "impose a full arms embargo" .

Amnesty's Crisis Response Director, Dan Jones, stated: "India cannot claim plausible deniability in the face of overwhelming evidence that its components end up in weapons systems that are being used in gross violations of international law in Gaza" . The report notes that while India's foreign policy has historically been balanced, it has "consistently aligned in favor of Israel" since the October 7 attacks, describing India's position on the Gaza conflict as "deeply partisan" .

India's Defense Ties with Israel

India's defense relationship with Israel is long-standing and multifaceted, involving intelligence sharing and joint development of military technology. Since 2015, Israel has been a top three defense supplier to India, second only to Russia and France . The two nations have signed significant defense deals, including Israel supplying India with a $4.1 billion air defense system in 2025 .

The report comes just days after India's Defence Secretary Rajesh Kumar Singh praised Israel as a "frontline partner" in India's defense modernization journey and highlighted synergies in research and development . Under Prime Minister Narendra Modi, India has deepened its ties with Israel, with the two countries aiming to quadruple their bilateral defense trade to $3.5 billion annually .

Indian Government Response

The Indian government has not yet issued an official response to the report. However, India has traditionally defended its defense exports as legitimate trade and has cited national security interests in its arms sales policies, including to Israel .

Amnesty's report is likely to face resistance from New Delhi, which has consistently portrayed itself as a "responsible global partner" while simultaneously allowing these arms transfers .
