"Statement by Counsellor Kamran TajAt the UN Security Council Arria Formula MeetingOrganized by Latvia and UK on Implementing International Humanitarian Law: prisoners of war, civilian detainees and foreign fighters, in the context of Russias war against Ukraine(1o August 2026)*******Madam Chair,We thank the organizers for convening this Arria meeting. We have attentively listened to the testimonies delivered and views shared by the briefers.2. Pakistan has been consistent in expressing its concerns on the protracted conflict in Ukraine, the worsening humanitarian situation, and the regional as well as cross-regional ramifications arising from this conflict.3. We deplore the recent intensification in hostilities, compounding the associated humanitarian challenges. We have repeatedly stressed the need for the parties to scrupulously comply with their obligations under the international law and international humanitarian law (IHL), without exception.4. Prisoners of War (PoWs) are granted explicit protections under IHL against any form of mistreatment. We urge all parties to abide by their respective obligations in this regard. We view the regular exchange of PoWs, between the parties, facilitated by UAE, Qatar and Turkiye, as a step in the right direction.5. The reports about the involvement of foreign fighters in this conflict are disturbing. The topic of foreign fighters has been a long-standing concern for the international community. Lately, with the proliferation of conflicts, this phenomenon has seen a sharp rise.Madam Chair,6. On this conflict, Pakistans approach, from the outset, has been underpinned by our unwavering conviction in the primacy of dialogue and diplomacy for the peaceful settlement. We will continue to support all diplomatic efforts to this end.7. We reiterate our call for bringing a swift end to this conflict and for a just and lasting settlement, consistent with the UN Charter, international law, and relevant multilateral agreements, acceptable to and corresponding with the legitimate security interests of all sides.I thank you."
